How much power have oil producing countries?

According to Aart the main oil producing countries (mainly OPEC) do not consider the climate change as seriously. They are well aware that the good they are selling is a fossil fuel and the main driver of GHG emissions. Any agreement to reduce GHG would affect the demand for oil, they believe.
This results in these countries being the main power to slow the negotiation process.
