Even if it was not so politicized, this question would be extremely difficult to answer simply because of the technical difficulty of accurately determining the amount given resources in existence.

However, the question is also hopelessly politicized and all information is biased.

For example the amount of oil that Saudi Arabia or Russia has is a closely guarded secret and is treated as a national security issue. Furthermore due to the lack of transparency in Russian business, espcially for the large natural resource companies under the control of the "oligarchs" (who generally have strong political ties), are under no significant pressure to produce reliable numbers regarding their assets.
