Think of Maslow's Needs Hierarchy. The bottom layer is safety. Now, war and corruption are factors that even underlie the economy. Corruption makes a stable economy impossible; war removes even the possibility of some stability in the economy and of safety in life. As argued in the previous question, it is the economy that is needed to bring education to light. Therefore, all underlying factors that prevent this must be dealt with. If a country is at war, a child wouldn't even be safe going to school given the hypothetical situation that the education system would (still) function.
