Does Medvedev have any control over the government?

This is the subject of much speculation in the media and in political circles. The consensus is that he does have real control/influence. The problem is that so does Putin. And so the question is how much influence / control does Medvedev have relative to Putin. It seems to us that Medvedev has (or at least is gaining) more influence and control than he is given credit for.
