Can there be selective customization in mobile devices equivalent to the computer industry (select components, enable add-ons)

Nowadays, you can personalized your mobile service, your mobile theme, your mobile phone cover. These personalizations are all realized. Can the mobile devices functions also be selected? We think so. Just have a look at computer industry, DELL is a good example of customization. So we can also customize mobile devices. We can add in selected components for the customers and set the respective price for it.
