According to Aart the oil (mainly OPEC) producing countries do not consider climate change as a big issue, since they are dependent on selling oil and they are aware that oil as a fossil fuel is the main cause of GHG emissions.
Therefore they are currently one of the main powers to block the climate negoatiations, since they rely upon selling oil. They believe reducing GHG emissions would go hand in hand with selling less oil.
