Yes. There is still a very substantial degree of involvement by the state in the market. This takes the form of ownership stakes in large companies in strategic industries like oil and gas. In other sectors, like health care, the government is still the primary service provider. Having said that Russia is a free market economy.

Western free market economies are also characterized by substantial government involvement in the economy (e.g. Germany and France).
