Is the government willing to support the use of technology?

Regular education is the most efficient way for every country to nurture human resource to support its future development, thus for every government, they clearly know the important position of education for a society. Thus, for government itself, it is willing to support the use of technology in education .However, this is still under the assumption that it has enough fund and in a stable social and global environment.
