In which countries does technology tend to influence secondary education?

Mostly in the developed countries does technology influence the secondary education, this because at most of these schools, technology is already widely available. Although, most of the times, the wide use of technology is available in private or expensive schools. Because in these schools, technology is the main tools, when for example, the internet or server is down, it is hard for the teachers to switch to the old ways of teachings, since most of the information is not available on paper.
