It would be extremely hard for Russia to compete. As the largest oil and gas producer in the world, oil makes up a massive part of Russia's economy. Although Russia has significant technological and industrial capabilities in other sectors (e.g. mining, forestry, agriculture, military equipment, aeropspace) it cannot be said that its economy is well-diversified or that it is very competitive.
