Description:

IPTV, otherwise dubbed broadband TV, refers to packet-based real-time broadcasting on the Internet, which is expected to bring huge possibilities for end users compared to today's video services.

Enablers:

Ministry of Information and Communication. IT industry.

Inhibitors:

Korean Broadcasting Commission. Broadcasting industry. They are afraid of losing market. The broadcasting commission had argued that the IP-based television should be operated within the legal boundaries of the new multimedia services such as digital cable television services.

Paradigms:

IPTV services should be considered as an extension of telecommunications or ``broadband convergence services’’ as it has mixed characteristics of both broadcasting and telecommunications.

On Jul 19,2006 the nation's broadcasting regulator and the Information and Communication Ministry agreed to jointly operate Web-based television services, ending a lengthy debate over jurisdiction issues.
