Medicine facilities and quality varies between big cities and rural areas. Larger cities operate western style medical facilities. Rural areas may enjoy only limited services. After the founding of New China in 1949 the government put emphasis on improving medical services in rural areas, in preventing diseases and in giving a boost to traditional Chinese medicine. At the end of 1999, China had 310,000 public health institutions with 3.16 million beds.
