One of the main power to slow down climate change negotiation process is from OPEC members[1] according to the interview, and therefore, to understand the global oil demand and reserve is an important indicator.
Enablers:
The more demand of oil, the less possible the momber of OPEC will agree the higher green gas emission reduction target.
