The EU is composed of currently 27 European countries. These countries meet on a regular basis to discuss climate change issues. In the UNFCCC climate change negotiation the EU is represented as one. Generally, the EU is pushing the reduction of global warming and tries to convince other countries of the importance of this issue.

However, to get a better understanding of the subsystem EU in the system of the global climate change negotiations, we concentrated on the six biggest countries in respect to votes in the EU-parliament.

The illustration of the subsystem EU shows the drivers for the different oppinions within the EU. Some countries within the region are real drivers of bringing global warming to a halt. Others prefer a slower progress in the negotiations.<br><br>
 
From the six biggest countries four are actually pushing the negotiations forward. These are: France, UK, Germany and Spain. Italy in contrast prefers to support ist own energy intensive industries and therefore is against the progressive proposals from the EU. Also Poland, whose energy supply comes to great extend from heavy polluting cole power plants, tries to slow down the climate change negotiations.<br><br>
