1.Description:

- Kim Jungil wants to sustain his regime in North Korea. And so, he used any kinds of ways and means even pressure by using Nuclear power.


2.Enablers:

- Many countries want to solve a problem as a peaceful means - South Korea’s attitude

3.Inhibitors:

- U.S. (especially Bush) wants to solve North Korea problem as soon as possible. - U.S. could use military forces. - Probability of Internal revolt - Extremely difficult situation in the economy

4.Paradigms:

- Kim, Jungil had a diverse difficulty. Without U.S., North Korea could not get out of this severe situation. And so, he wants to have a good relationship North Korea and U.S. However, he does not have enough cards to solve those kinds of problems. And so, he chose the last measure. That is a nuclear weapon.
