Because the Wibro service with mobile phone will take long time, during the early service time most users will be notePC user or current WiFi user with PDA type terminal. It means that Wibro service can not make new revenue but will make inroads on the revenue of WiFi and/or zDSL.
 
So with the fixed line service provider point of view, KT can not invest Wibro in anticipation of rapid rewards.  
It means KT has to approach Wibro with conservative method.
 
With SKTelecom point of view, SKTelecom identify the Wibto service as the complementatry service to their HSDPA (WCDMA) and is very careful to invest.
